If your Starion or Conquest has high mileage or the throttle body is looking like it's covered with varnish, then it is time for a rebuild. Most everything you need is right in this kit.
Most Starion Throttle bodys have never had the Throttle shafts replaced and leak boost pressure under wide open throttle. If your TPS is leaking a oil like substance or the throttle spring has a brown varnish around it then it's time to change the Throttle Shaft Seals. Everything you need is right here.

I have a question, is it common to have parts left over, I just finished putting together the throttle body and I have these 2 red and gold rubber rings 3 small rubber rings, a small steel bearing and something else, did I miss anything?

The "2 red and gold rubber rings" are the throttle shaft seals.
You have to take the TPS (make sure to index the TPS to the throttle body housing) and the throttle lever with the big spring off in order to get the shaft out. Take the butterfly off of the throttle shaft. Once you've taken those things off, tap the shaft, from the side opposite the TPS with a hammer. This will get the shaft seal on the TPS side out. You have to tap from the throttle lever/spring side anyway, since there is a C-clip attatched to the shaft on the TPS side. Once you've got the TPS side shaft seal out you should be able to pull the throttle shaft out and then use some pliers, or something, to take the spring side shaft seal out. *IMPORTANT* DO NOT put the shaft seals in before putting the shaft in...you will most likely destroy the seals if you install them first and then the shaft...I learned that the hard way. Check out the shaft and look for surface rust...you might want to lightly sand the rusty areas. Put the shaft back in, put a light coating of whilte lithium grease, or assembly lube, on the shaft from the ends to a little way past where the seals will rest on the shaft. Put a light coating on the inside of the shaft seals. Delicately work the seals onto the shaft. Now to press the seals into the throttle body housing I used hammer and a 1/2 impact socket whose outer diameter was a little smaller than the inner diameter of the throttle body housing. Tap the seals into the throttle body housing and then put the TPS, butterfly plate and throttle lever w/spring onto the shaft.

need to the boards an new to the conquest, already got some info from you about the steering column, but my tpi has the varnish on it, so i need a addy to send you some money or a number for call an pay for a set, my car has a burp at 3000rpm, only while driving if you let up a little it will take off without a problem. car has 116,000 miles on it.if its not this i'll have to get a set of injectors as well.

the 3000 burp can be caused by the distributer vac advance..
here is what to do:
get a long clean - new- vac hose.
unplug the vac line on the vac advance
connect the long clean hose to the vac advance.
suck on the long clean hose.
if it hold your suction then it is good.
if it is like sucking through a straw then it needs to be replaced.
if good. do not forget to hook up the original vac line.
it is just slamming with no suction causing the 3000 rpm hickup.
